The L-shaped layout forms a courtyard in the narrow site to reduce the noise of the second-ring road. Traditional cultural elements are highlighted by several modern architectural means, such as the porch and walls on both sides of the entrance implicating the abstracted pattern of Chinese characters. Granite plates on the façades emphasize the solemn of the administration building.
